Integrated Waste Management Plan for Cape Town , 2004/10/30

Jeffares & Green, a multi-disciplinary consulting engineering firm, in joint venture with Ingerop Africa, were appointed by November 2003 to develop an Integrated Waste Management Plan (IWMP) for the City of Cape Town. The project, funded by USAID, and administered by Mega Tech Inc., is nearing completion (due date end of October 2004).

The development of an IWMP is a requirement of the National Waste Management Strategy and the Draft National Integrated Waste Management Bill, due to be presented to Parliament for promulgation in 2005. The objective of this contract is to develop an IWMP, using a cradle-to-grave approach that incorporates an appropriate, affordable and environment-friendly mix of solutions which will continually reduce the mass of waste requiring disposal and also serve to provide a dynamic framework to manage the City’s waste stream effectively based on the waste hierarchy.

The objectives of the IWMP are aligned with the hierarchy of the National Waste Strategy, whereby the prevention and reduction of waste hold priority. The main components of the IWMP comprise a Status Quo Report where a situational analysis of solid waste practices is set out. The report includes a Gap Analysis of the shortcomings of current waste management practices identified during the study. An Assessment Report followed, leading to the development of the IWMP where strategies were determined and activities set out with priorities and time-frames. Key performance indicators were developed to measure the progress and effectiveness of implementing the IWMP.

The project included the development of a draft Waste By-law. The success of the IWMP will require that the City, including waste practitioners and members of the public take full ownership of the Plan, providing sufficient resources and commitment to ensure its proper implementation, thus ensuring that the health and cleanliness of the City is managed in an equitable, sustainable and cost-effective manner.
